You upload a bank statement, the converter thinks for a moment, and hands back an empty file. Nothing is broken. The PDF is a scan, which means it contains a picture of a page and no text at all, and the tool you used only knows how to read text.

OCR is only half the job

OCR converts an image into characters and tells you where on the page each one sits. That is a genuinely hard problem and the big cloud providers have largely solved it. What OCR does not do is understand that a bank statement has transactions.
Getting from recognised words to a usable ledger means answering questions OCR has no opinion about. Which words belong to the same row when the description wraps onto a second line? Of the three numbers on this line, which is the amount and which is the running balance? Is this a debit or a credit, given the bank prints both in the same column and marks debits with a symbol that scanned badly? Does the total reconcile to the closing balance, and if not, which row went missing?
Statement converters answer those questions. General OCR engines hand you a wall of positioned text and wish you luck.

Tools that give you transactions
1. CapyParse

Because scans are where extraction errors concentrate, the review screen matters more here than on clean digital statements. 4. Azure AI Document Intelligence
Strong OCR with a layout model that also returns table structure, which puts it a step ahead of plain text recognition for statement work. Read is $1.50 per 1,000 pages, Layout is $10, prebuilt models are $10, and custom extraction is $30.
The free F0 tier has a catch worth knowing before you build around it: 500 pages a month sounds generous, but each request only processes the first two pages. A ten-page statement gives you two pages of output. Fine for a proof of concept, useless for production.

5. AWS Textract

Best for: teams already on AWS with existing IAM and S3 plumbing.
6. Google Document AI
Enterprise Document OCR is $1.50 per 1,000 pages, Layout Parser is $10, and the Form Parser and Custom Extractor are $30. Add-on features are $6 per 1,000 pages, and a deployed custom processor bills $0.05 an hour whether or not you send it anything.
That hourly hosting charge is the line people miss when they compare against Azure and AWS. A processor left running costs about $36 a month before a single page goes through it.
Best for: teams on Google Cloud who will keep the processor busy.
7. ABBYY FineReader
The desktop veteran. FineReader PDF Standard is $99 a year and Corporate is $165, with Corporate adding batch folder processing and background OCR. It runs locally, so nothing is uploaded, and its recognition quality on difficult scans has a long-standing reputation.
It produces a searchable PDF or an Excel file that mirrors the visual layout. That is not the same as a transaction table: you still get the header block, the marketing footer, and the running balance column, and you still sort out the signs yourself.
Best for: making scanned statements searchable and readable on a machine that cannot upload files.
8. Tesseract
Free, open source, runs anywhere, and used inside a surprising number of commercial products. If you have a developer and a tolerance for tuning, Tesseract will read your statements for nothing.
Out of the box it returns plain text with no table awareness, and its accuracy on low-quality scans depends heavily on preprocessing you have to write yourself: deskewing, thresholding, resolution normalisation. Budget engineering time, not licence fees.

Scan at 300 DPI
150 DPI saves file size and loses decimal points. On a statement, a lost decimal point turns $1,250.00 into $125000.
Greyscale beats colour
Colour scanning of a black-and-white document adds noise and file size without adding information. Pure black and white can eat thin strokes.
Keep the page square
A few degrees of rotation makes column detection much harder, because the software can no longer assume a row is a horizontal band.
